Overview
The Town of Hudson is currently updating its planning by-laws to ensure they conform with the Land Use and Development Plan (“Schéma d’aménagement et de développement”) of the Municipalité régionale de comté de Vaudreuil-Soulanges.
This process, known as concordance or conformity, is required under Quebec’s Act Respecting Land Use Planning and Development. It involves making the necessary amendments to municipal by-laws, so they align with regional, metropolitan and provincial land-use planning policies.
This is not the adoption of a new planning program, but rather a targeted update to the Town’s existing planning regulations.
Draft by-laws will be presented to the public during a public consultation scheduled for fall 2026.
This page brings together relevant documents and a frequently asked questions section explaining the key steps in the process.
Timeline
The conformity update of the Town’s planning by-laws will take place in several stages between spring 2026 and spring 2027.

| Notice of motion and adoption of the drafts | May 26 2026 |
| Preliminary review of the draft by-laws by the MRC | June to August 2026 |
| Reception of MRC comments and revisions | September 2026 |
| Adoption of revised draft by-laws | Late October 2026 |
| Public consultation meeting | November 2026 |

| Final review by the MRC | December 2026 to March 2027 |
| Coming into force (once the MRC issues the compliance certificate) | March 2027 |
Why are there two reviews by the MRC?
Although the Act Respecting Land Use Planning and Development provides for an official review only after the final adoption of the by-laws, the MRC de Vaudreuil-Soulanges recommends that municipalities submit their draft by-laws immediately after initial adoption.
This preliminary review allows the Town to:
• receive comments from the MRC early in the process;
• make any necessary adjustments before the public consultation and final adoption;
• reduce the risk of non-conformity;
• accelerate the coming into force of the by-laws.
Can this timeline change?
Yes. The dates shown are preliminary and may be adjusted based on comments received and ongoing discussions with the MRC. Any significant updates will be posted on this page.

Concordance is the process by which municipal by-laws are amended to comply with planning policies and rules established at higher levels of government.
In Hudson, these levels include:
These planning documents are hierarchical, and municipal by-laws must conform to the overall framework.
The Land Use and Development Plan is a planning document prepared by the MRC de Vaudreuil-Soulanges. It provides a coherent framework for planning land use and development at the regional level.
It establishes broad planning directions for all municipalities in the region, including Hudson.
This plan defines, among other things:
• major land-use designations (residential, agricultural, commercial, industrial, conservation, etc.);
• areas to be protected, such as natural environments, watercourses and flood-prone areas;
• transportation and mobility priorities;
• residential and economic development objectives;
• heritage and landscape protection measures.
The Planning program is the planning document adopted by the Town of Hudson that sets out its long-term vision for land use and development.
It serves as a guide for municipal decision-making and helps to:
• define the intended uses of different areas of the municipality;
• identify areas to be protected or enhanced;
• plan infrastructure and public services;
• guide the future evolution of the community.
